Bilateral Agreement & Job Order Validation: One Terrace secures a detailed job order from the Japanese employer (outlining salary, benefits, contract duration, etc.). Starling and One Terrace validate the job terms against FERI guidelines (fair conditions, market wages) and sign a bilateral service agreement. The job order/demand letter is attested by the Bangladesh Embassy in Japan and validated by BMET in Bangladesh.

Compliance Officer at Starling International

Worker Mobilization & Vacancy Publication: – Announce vacancies transparently through national newspapers, online portals, Govt Technical Training centres, union‑level offices. – Publicly state salary, workplace location, contractual benefits, and duration. – Guarantee non‑discrimination and equal access irrespective of gender, religion, or social background. Interested candidates register via Starling’s database or outreach events. (No brokers or unlicensed sub-agents are used, per FERI guidelines.)

Advertising costs are fully covered by the employer depending on volume of Recruitment and Processes selected under the Service Agreement.

Screening & Selection: – Conduct a transparent shortlisting process through structured interviews – Provide candidates with clear pre‑test orientation to set expectations. – Final selection is done by employer/HR.

Testing and assessment expense are incurred by employer. $25 is charged per applicant (provided they qualify preassessment criteria) . This fee is inclusive of all related expenses in relation to the Interviews. (Facilitation charges, daily subsistence allowance, logistics & meals)

Skill Assessment of Shortlisted Applicants – Assess skills and competencies of applicants who are selected for semi-skilled/ skilled roles – Assess predetermined language proficiency criteria (e.g. via JLPT or JFT-Basic test results)

Coordinated by the General Manager at Starling International Limited’s affiliated training center or at an independent assessment facility.
This is part of Standard Recruitment Process at Starling Internation and covered under the Recruitment Service Fee. Incase employer wants to conduct assessment by independent accreditation facility an additional charge of $50 per assessment is applicable.

Medical Examination & Compiling Visa Application Documentation: – Conduct comprehensive medical testing at affiliated medical centers nominated by Starling International Ltd. – Process passports, work visas, in accordance with ethical recruitment standards. One Terrace and Employer provides CoE for Visa Application.

Pre‑Departure Orientation: – Selected Candidate participates in BMET‑approved Pre‑Departure Orientation (PDO) program. – Core modules include labor laws, rights and responsibilities, occupational health and safety, and financial literacy. – Each participant signs a declaration confirming understanding of the training provided.

Contract Execution & Verification: – Ensure the worker signs a bilingual employment contract (Bangla, English/Japanese). – Each contractual clause must be explained in clear, accessible language prior to signature. – One signed copy is retained by the worker, before visa issuance.

Travel & Departure Arrangements: –After Visas are received BMET Smart Card is issued prior to departure. – Upon receiving Manpower Clearance, Employer provides tickets – Starling International Ltd facilitates airport assistance until the worker boards the flight.

Corridor & Job/Employer Specific Pre-Departure Training.
Training will include Labor Regulation Overview, Cultural Norms, Workplace Rules, Grievance redress mechanism, Role Specific occupational health and safety guidelines

Post‑Arrival Support & Monitoring: – Employer confirms worker arrival in Japan – Starling International Ltd maintains consultative welfare communication during the first 90 days of employment. -An Online grievance mechanism is available in Starling International Limited’s website. Complaints and emerging issues will be shared with One Terrace accordingly.

1) One Terrace can make amendments to the process flowchart according to recruitment requirements. Provided it is in line with regulatory
compliance in Bangladesh and Maldives.
2) Some processes in the timeline of the flowchart are overlapping; deployment time is usually within 5 working days of receiving Visa.
